Article Icon 1Bathroom Policy Case Goes to Court

Two Northern Virginia school districts asked a federal judge to stop the U.S. Department of Education from classifying them as “high-risk,” a designation that could make it difficult for them to access federal funds.

The Arlington and Fairfax County Public School districts filed suit last week after the Trump administration ruled that their policies to allow students to use bathrooms and locker rooms based on their self-identified genderrather than their sex at birthviolate Title IX of a federal law.

The government took similar action against districts in Loudoun and Prince William Counties and the city of Alexandria. This week’s court case cited legal precedent, noting that an appeals court sided in 2020 with a transgender-identifying student in Gloucester County.

The judge indicated that a ruling is possible as soon as today.

Article Icon 1Feds Target Offshore Wind

Norfolk’s Economic Development Authority said it will request that the Trump administration reverse its recent decision to cancel $39 million in funding intended to improve Fairwinds Landing.

The initial grant was awarded in 2023 to “assist in transforming the marine terminal at Fairwinds Landing into an offshore wind logistics facility.” The site would, among other things, support Dominion Energy’s Coastal Virginia Offshore Wind development.

All told, the Department of Transportation cancelled nearly $700 million for projects nationwide, including Fairwinds Landing. “Wasteful wind projects are using resources that could otherwise go towards revitalizing America’s maritime industry,” Transportation Secretary Sean Duffy said in a statement.

Republican Gov. Glenn Youngkin has supported the offshore wind project. Earlier this year, he attended a ceremony to mark the purchase of nearly 100 acres of land in Chesapeake for a subsea power cable manufacturing facility.

Article Icon 1Electric Utility Seeks Rate Hike

The State Corporation Commission (SCC) is reviewing Dominion Energy’s request that it be allowed to boost customer bills by an average of $21 per month over the next two years.

The proposed increase includes a higher base rate and a fuel rate increase to offset higher costs. Dominion’s plan would also create a new rate class aimed at charging large users—such as data centers—more per month.

Dominion provides energy to more than 2 million Virginia homes. The SCC will issue a decision by the end of the year.
