Two people were killed in a head-on collision on the Robert O. Norris Bridge over the Rappahannock River.

Virginia State Police said Jesse David Foster, 30, was speeding on the two-lane bridge when he attempted to pass another vehicle. His car sideswiped one vehicle before hitting an eastbound car.

Foster’s passenger, Crystal Michelle Lyles, 42, and the driver of the other car, Ernesto Santiago, 53, were killed. Authorities said speed and alcohol were major contributing factors in the collision.

Before reopening the bridge, VDOT confirmed it had not sustained any structural damage.

Article Icon 1Storms Bring More Flooding

A wet July brought more flooding across the Commonwealth.

“If it’s raining 3, 4, 5 days a week and you’ve got buckets and buckets of rain, there’s nowhere for the water to go,” Colonial Heights resident Kevin Ferris said after a creek overflowed and flooded his property.

Hampton Roads, the Eastern Shore, and several other nearby counties were under a flood watch through midnight, with heavy downpours possible.

Pop-up storms snarled traffic across Northern Virginia, and the Fairfax County Fire and Rescue Department extracted about half a dozen people who were trapped at Scott’s Run Nature Preserve when a quickly rising stream made it unsafe for them to cross.
