Good Morning! On this day in 1763, King George III issued a proclamation instructing American colonists not to settle west of the Appalachian Mountains. The goal was to protect the British system of mercantilism and prevent run-ins with Native Americans.

In Henry County recently, a man who’d lost money playing a so-called skill game at a gas station came back later with a gun and tried to crack open the machine, causing $1,000 in damage. Authorities said they were “previously unaware of the existence of this gambling room or the gaming machines.”

Virginia law seems clear: “The playing or offering for play of any skill game” is “illegal gambling.” Yet, most convenience stores in the Commonwealth have the machines after a decision this year by a Hanover County judge who ruled that a new version of the machines is legal.

Charges Filed in Resendiz Death

The Navy will try Seaman Jermiah Copeland for murder after he allegedly killed his shipmate Angelina Resendiz earlier this year.

Resendiz, 21, was serving at Naval Station Norfolk when she was reported missing on May 29. Her remains were not found until June 9.

Prosecutors said an eyewitness saw Resendiz wrapped in a blanket in Copeland’s room and thought she was asleep, although prosecutors believe she was already dead by that point. They also allege that Copeland hid her body for several days before moving it to Broad Creek, where it was recovered.

Copeland’s trial date has not been set.

Shutdown Hits Healthcare

The federal government shutdown that started last week is causing funding problems for healthcare providers in Virginia.

Virginia’s community health centers, which provide primary care to more than 400,000 Virginians annually, have lost their core federal funding until the government reopens. In addition, Medicare reimbursement add-ons for rural hospitals, ambulance services, and medical education support have expired.

Two rural hospital support programs have ended due to the shutdown, and providers are unsure whether the funding will be restored. Safety-net hospitals nationwide are set to lose $8 billion in additional Medicaid funding that supports services for low-income patients and the uninsured.

In the longer term, hospitals in the Commonwealth are bracing for $2 billion in annual Medicaid cuts from the spending bill lawmakers passed earlier this year. The Augusta Medical Group announced last month that it will close three of its locations in response to federal actions.

National Night Out Comes to Virginia

Localities across the Commonwealth are marking National Night Out today, an opportunity to promote cooperation between police and community members.

Opening ceremonies at many locations begin at 5 p.m.

“This will be the second year we have held the event at the Five County Fairgrounds,” Farmville Police Lt. C. W. Moss said. “We look forward to another successful event this year.“
