Article Icon 1House Steps Toward Redistricting

The House of Delegates is scheduled to meet again today to discuss drawing new lines for the Commonwealth’s 11 congressional districts. Lawmakers voted 50-42 on Monday to move forward on a plan, which is seen as a Democratic response to similar mid-cycle redistricting attempts in Republican-led states.

Lawmakers returned to Richmond on a technicality: The 2024 Special Session never adjourned, so they were able to assemble ahead of Tuesday’s election, when all 100 delegate seats will be on the ballot.

“It’s important that we have all of our options on the table, and if we were not to take these actions right now, then it would be pulling an option from the voters,” Democrat Marcia Price said.

Republican Rep. Jen Kiggans, who has won two tight races in the Second Congressional District, opposed what she called an attempt to “gerrymander the Commonwealth.”

Virginians overwhelmingly passed a constitutional amendment in 2020 to regulate redistricting. To attempt to change that, lawmakers would need to pass a new amendment twice, with a House election in between.

Article Icon 1Spanberger Maintains Lead in Polls

The final two statewide opinion polls ahead of election day on Nov. 4 indicated that Democrat Abigail Spanberger is holding on to a lead against Republican Lt. Gov. Winsome Earle-Sears in the gubernatorial race.

According to a poll by Christopher Newport University, Spanberger’s edge is 50% to 43%, while a survey conducted by George Mason University shows the former representative ahead 54% to 42%. Both universities polled likely voters.

Both candidates weighed in on the ongoing legislative redistricting efforts. “They want to dismantle the very independent redistricting commission that Virginians voted for in a bipartisan majority,” Lt. Gov. Winsome Earle-Sears said.

She called this “Spanberger’s sideshow session.” Spanberger said she did not oppose the lawmakers’ effort.

Article Icon 1State Launches SNAP Stand-In Program

Gov. Glenn Youngkin announced the launch of the Virginia Emergency Nutrition Assistance (VENA) program, which will be used to provide food benefits statewide if the federal government shutdown cuts off the Supplemental Nutrition Assistance Program.

There are more than 850,000 Virginians on SNAP, commonly known as food stamps. Youngkin declared a state of emergency last week, allowing the state government, which is not permitted to contribute SNAP funding, to establish alternative funding.

The USDA posted a note on its website claiming it is out of money. “The well has run dry,” the note said. “At this time, there will be no benefits issued November 01.”

VENA will start making weekly distributions on Nov. 3, unless the shutdown is over by then. “We’ll be doing it every week as long as we can,Youngkin told reporters.
