Article Icon 1Report Shows Where VA’s Tax Dollars Land

Southwest and Southern Virginia get back more state spending per tax dollar than Northern Virginia and the Richmond area, a new legislative report found.

The return ranged from about $4.75 per tax dollar in the Northern Neck’s Richmond County to 23 cents in Goochland County. The state’s legislative watchdog traced most of the gap to funding formulas that steer more aid to places with less ability to pay or more low-income residents.

Lee County got about $1,675 per resident in state K-12 money, compared with $421 in Alexandria. Still, Fairfax County generated an estimated $6.5 billion in state taxes and received about $2.6 billion, ranking first in both.

The study counted only general fund dollars from fiscal 2025, leaving out federal grants, transportation money, and construction spending. Budget negotiators also directed the commission to repeat the analysis at least every five years.

Article Icon 1Virginia Lacks AI Expertise, Report Finds

Virginia’s technology office is falling short in overseeing how state agencies use artificial intelligence, and the office that drafts the state’s bills has no AI expertise, a legislative report found.

The 79-page report, presented Tuesday to the Joint Legislative Audit and Review Commission, made 14 recommendations and concluded the Virginia Information Technologies Agency needs to “substantially up its game,” in the words of staff director Hal Greer.

About one-third of executive-branch and independent agencies already use or test at least one AI tool for tasks ranging from fraud detection to digitizing documents, the report found. It warned that gaps in training and risk rules could expose sensitive state data.

State CIO Mike Watson said his agency agreed with the findings, and Greer said Watson is already making progress. Commission members Del. Sam Rasoul, D-Roanoke, and Sen. Creigh Deeds, D-Charlottesville, said they expect AI legislation in the 2027 session.

Article Icon 1Virginia Tech Names New President

Virginia Tech’s Board of Visitors on Wednesday appointed Richard Linton as the university’s 17th president. Linton, currently president of Kansas State University, will succeed Tim Sands and assume office at the start of the 2027 spring semester.

An alumnus who earned three degrees at Virginia Tech, Linton called the role a “true honor.” Board Rector Jim Miller praised his land-grant leadership experience and deep Hokie ties.

At Kansas State since 2022, Linton boosted enrollment above 21,000, raised research spending 30 percent, and secured nearly $1.2 billion in philanthropy. He previously served as agriculture dean at NC State.
